The Council of European Energy Regulators (CEER) has been undertaking pan-European benchmarking of electricity and gas transmission service operators (TSOs) since 2003. It is currently following up on its electricity and gas studies, in 2012/13 and 2015/16 respectively, with the new studies for the TSOs anticipated to be completed by March 2019.
As part of the ongoing electricity TSO benchmarking study, a number of participating TSOs have commissioned a shadow benchmarking study to mirror the CEER’s latest initiative. The shadow study is aimed at fostering a deeper understanding of CEER’s benchmarking methodology, validating the results from its exercise, and gaining insights into the drivers of efficiency for the participating TSOs.
Oxera has been appointed to lead the exercise and is readying to start the work in the coming weeks. Its team of efficiency experts is at the forefront of theoretical and applied developments in efficiency analysis. Headed up by Partner, Alan Horncastle, and Principal, Dr Srini Parthasarathy, with support from Associates, Professors Emmanuel Thannassoulis and Subal Kumbhakar, the team has influenced the development of national and international benchmarking studies across a wide range of regulated sectors and countries.
Building on several successful studies for a number of European TSOs, this current study enables Oxera to continue to influence the development and regulation of European energy markets.
