Michael Weekes : Principal

Michael is an experienced economist with specialist expertise in telecoms (mobile and fixed), media, and digital services. As a senior member of Oxera’s Digital, Telecommunications, Media and Technology (DTMT) team, he applies economic concepts to provide advice on the issues faced by private companies and public sector authorities. This includes advice on matters relating to the design of regulatory policy to promote investment, cost–benefit analyses, market reviews, state aid assessments and litigation support for competition disputes and regulatory appeals.

Michael is experienced in managing the delivery of large projects for clients, presenting results in front of regulators and competition authorities and supporting experts and Counsel in Court proceedings.

professional experience

  • Advised the Irish telecoms regulator, ComReg, in relation to price controls and the design of an ex ante regulatory margin squeeze test in the wholesale broadband market (2022–24)

  • Advised BT Group in relation to a collective actions case against it for alleged excessive pricing on standalone fixed voice services brought in front of the Competition Appeal Tribunal (2021–24)

  • Advised Telemach Hrvatska, a subsidiary of United Group, in assessing wholesale access and leased lines prices in the context of a potential margin squeeze in the Croatian broadband market (2020–21)

  • Advised the Regulatory Authority of Bermuda on its review of all electronic communications markets on the island, including developing and implementing regulatory remedies (2019–21)

  • Delivered microeconomics and industrial organisation training to the Irish telecoms regulator, ComReg (2020)

  • Advised ComReg on a consumer protection investigation, including on the level of financial penalty to apply (2019–20)
