Daniils Sapurovs Consultant

Daniils is a member of Oxera’s Finance and Valuation team where he specialises in regulatory finance, price control design and market investigations. He has experience working across a variety of industries including energy, water, transport and communications.

Daniils presents sessions on regulatory finance at Oxera’s Utility Finance and Regulation courses. Before joining Oxera, he completed a Master’s degree in Finance at Bocconi University in Italy. His studies focused on corporate finance, public–private partnerships and financial statements analysis.

  • Advised GB energy networks on RIIO-3 cost of equity and the balance of risks and returns (2023–24)

  • Advised a GB gas distribution network on a risk framework for RIIO-3 (2024)

  • Advised New Zealand energy networks in relation to the regulatory cost of capital allowance, including the evidence for differentiations between gas and electricity risk, stranding risk mitigation tools, inflation treatment and financeability (2023–)

  • Advised UK water networks on developing PR24 business plans, including aspects such as cost of capital, financeability and financial resilience (2023)

  • Advised an international bank in the context of a UK High Court dispute with a high-net-worth individual relating to the sale and purchase agreement of a bank in Africa (2023)

  • Assisted a UK telecoms network provider in its engagement and consultation with the regulator on its allowed cost of capital (2022)
