Ellis Ashley-Fenn : Analyst

Ellis is a member of Oxera’s Regulation & Market Design team. He uses his practical knowledge of economics and analytical tools to provide solutions to a range of client issues. He has advised both regulated and unregulated companies, and his experience spans various sectors including water, transport and financial services.

Before joining Oxera, Ellis graduated with an MSc in Economics from the University of East Anglia, where he specialised in industrial organisation.

In 2023, Ellis presented a paper at the European Transport Conference titled ‘How might a high-inflation era affect rail demand forecasting?’. The study found that passengers are more influenced by nominal fare changes and nominal income, suggesting the incorporation of cognitive biases and disposable income dynamics into rail demand forecasting to improve investment, pricing, and policy decisions.

  • Designed fare-setting options for multi-operator tickets in a UK bus market, in order to ensure better cost reflectivity in fares, while ensuring the longer-term resilience of the sector (2024)

  • Ongoing advice and cost-assessment modelling for several water companies in the UK for the regulator’s (Ofwat) ongoing price methodology review for the 2025–30 period (2023–)

  • Designed and presented a fair value framework for a leading general insurance organisation (2023)

  • Conducted analysis and drafted a report assessing the impact of rail privatisation for a client in the rail sector (2022)
