Javier Vargas González : Senior Consultant

Javier is a member of Oxera’s Competition team. He has extensive experience in advising clients on price-fixing, bid-rigging and market-sharing cases, both in the context of antitrust investigations and follow-on damages claims. He has broad sectoral experience, with a special focus on the transport, retail and infastructure sectors.

He has also advised various public bodies, regulators and competition authorities at both national and regional levels, applying quantitative and qualitative techniques to assess the impact of regulation in the most relevant sectors of the Spanish economy. Javier has also participated in several intellectual property cases, assisting collecting societies in determining royalties and license fees for the use of intellectual property rights.

Before joining Oxera, Javier worked for six years in the Competition Economics team of an international consultancy firm, and for five years as an in-house economist in the Antitrust Litigation team of a renowned law firm in Spain.

  • Advice to a paper and board manufacturer on potential stand-alone damages claims from Spanish retailers (2024–)

  • Assistance to several manufacturers of low- and medium-voltage cables in their economic defence against claims for damages from electricity distributors arising from the LV/MV Cables case (2022–)

  • Advice to several car manufacturers in their defence against damages claims brought by Spanish consumers arising from the Car Manufacturers case (2020–)

  • Advice to several companies in the industrial and technological sector in the rebuttal of the CNMC’s decision in the Railway Safety and Communications case before the High Court for alleged bid-rigging in public tenders (2022–24)

  • Advice to the Spanish Intellectual Property Commission as independent expert in the framework of an arbitration procedure between collecting societies and media groups (2023)

  • Advice to a national steel company in the context of the CNMC’s investigation into alleged price-fixing practices in the market for the sale of scrap metal. Subsequent advice on the rebuttal of the CNMC’s  decision in the Scrap and Steel case before the High Court (2021–23)
