Oxera adds to its international footprint with a new office in Madrid

  • Oxera announces the opening of a new office in Madrid to house a diverse team of experts covering economics, finance and data analytics.
  • This comes as Carlos Pascual Pons joins Oxera as a Partner and as part of the senior leadership team, bringing his extensive experience in competition and regulatory economics.


Oxera, a leading economics, finance and data analytics consultancy, today announced its strategic expansion into Spain with the opening of a new office in Madrid. Set to commence operations on 1 February 2025, this move marks a significant milestone in Oxera’s global growth strategy, and reinforces its commitment to serving clients across Europe and beyond. Carlos Pascual and various economists from KPMG join Oxera colleagues to create a team of more than 20 consultants.

The decision to establish a presence in Spain comes in response to increasing market opportunities, client demand, and the firm’s ambitious plans for strategic growth within one of Europe’s most dynamic economies. This expansion will enable Oxera to better serve its existing Spanish clients, including on matters relating to Brussels and the EU. It will also bring the firm one step closer to its existing clients in Portugal and Latin America, and tap into further growth opportunities in those markets.

Located in the heart of Madrid’s financial district, the office will be led by Partners Carlos Pascual and Felipe Flórez Duncan, as well as Adriana Nieto, Principal. The senior team is bolstered by Professor Jordi Gual, Oxera Adviser, Rocío Prieto, Managing Consultant, and Jaime Pingarrón, Laura Castrillo and Javier Vargas, Senior Consultants.

Madrid is Oxera’s tenth office to join Oxera’s international network, with offices already established in Amsterdam, Berlin, Brussels, Hamburg, London, Milan, Oxford, Paris and Rome. The Spanish team will work closely with our colleagues across these locations, continuing to deliver strategic and policy advice to clients across various sectors, including energy, transport, digital and financial services.
