Caitlin McIlwain : Consultant

Caitlin is a member of Oxera’s Regulation & Market Design team, focusing on the intersection of public policy and regulation in the energy and transport sectors. She has five years of experience applying economic principles to a range of regulatory and financial issues in the private and public sectors.

Before joining Oxera, Caitlin worked as a senior policy adviser for Ofgem, designing the regulated asset base price control for the hydrogen transport business model. She also has experience as a field researcher for Harvard’s Growth Lab, advising the Namibian Investment Promotion and Development Board on strategies for economic growth. Caitlin’s experience extends to the private sector, where she worked for EY for three years as a senior associate on the transfer pricing team. At EY, she advised large corporations on optimal corporate tax structures that complied with OECD regulations and US tax law.

professional experience

  • Developed and advanced the regulated asset base price control model for the hydrogen sector (2023–25)

  • Delivered a qualitiative report to Findeter (the Development Bank of Colombia) on the cost of carbon in an effort to help the Colombian government establish a carbon price (2022–23)

  • Conducted a growth diagnostic study on the Togolese economy to determine target areas for future economic growth (2023)

  • Analysed the feasibility of a transition from home heating oil to heat pumps in Northern Ireland (2023)

  • Authored an internal publication on policy and governance process within the Namibian government (2022)

  • Developed an automated Excel model to allocate overhead expenses to a single company’s different susidiaries according to various metrics (2020–21)
