Carlos Pascual Pons : Partner

Carlos is a Partner at Oxera and is based in its Madrid office. He has over 25 years of experience as an economist, specialising in competition and market regulation in both the private and public sectors.

Since 2014, Carlos has advised a large number of clients in more than 150 projects on all aspects of competition issues. He has testified in most of the competition damages cases litigated in the Spanish courts. His work as a competition expert also covers a wide variety of projects, from cartel and other horizontal practices to mergers and abuse of dominance cases.

As a consultant, Carlos has worked for different regulatory agencies, such as the Spanish and Basque Competition Authorities, and the Spanish Intellectual Property Commission. He has advised several private companies in relation to regulatory issues in areas such as airports and seaports, and copyright regulation.

He is listed as a Global Elite Thought Leader, and received the Competition & Antitrust Expert of the Year Award 2025 from Lexology European Awards. He led on a project, financed by the European Commission and prepared for the Spanish Authority, on the impact of the competition advocacy policy in Spain that received the ‘Concurrences Writing Award’ for the Soft Law category in 2023.

Prior to his work in the private sector, Carlos joined the Spanish Competition Authority in 1997 as a case handler, being involved in major investigations in telecoms and energy. He was also head of the international unit, representing Spain in the competition policy modernisation discussions and reforms that took place at that time in the EU, such as the vertical and horizontal agreements regulations and Regulation 1/2003. In 2006, Carlos was appointed Director General for Competition at the Spanish Competition Authority (CNC).

  • Advice to different companies in abuse of dominance investigations and damages cases, including: interactive listing services (2024); football TV rights (2020–24); postal services (2021); electricity generation (2019); authors’ collecting society (2019)

  • Advice to merging parties in different markets throughout the operation and their corresponding investigations, including: interactive comparison services (2024); insurance and funeral services (2022); concrete and cement (2021); banking (2020); packaged bread (2019); toys (2019)

  • Acted as economic expert in commercial and investment arbitration procedures, including: cement plants (2023); sugar production (2020); investment and brokerage services (2019); restaurant chains (2019); fashion retailing (2016)

  • Led the study, funded by the European Commission (DG Reform), to develop a methodology for the evaluation of the advocacy policy activity of the Spanish Competition Authority (2020–22)
