Philipp leads Oxera’s Hamburg office in Germany. He has over ten years’ consulting experience in competition economics covering damages estimation, mergers, state aid and abuse of dominance. Prior to joining Oxera, Philipp worked for another well-known economics consultancy before starting his own company, Hamburg Economics, which offered economics advice in the context of German and European antitrust law.
Philipp represents his clients before competition authorities and in both judicial and extrajudicial disputes. He has extensive experience in the application of empirical analysis, as well as in court hearings and ‘Economist Meetings’ within the scope of settlement talks. His experience covers post-merger arbitration, state aid, several merger proceedings and numerous follow-on damages claims from cartel infringements on both the claimant and defendant side. He also advises on questions regarding market demarcation and abuse of market power.
Philipp is an appointed expert before the German Arbitration Institute. In addition, he is a contributing author to the Handbook on Distribution Antitrust Law, edited by Bauer, Rahlmeyer and Schöner, and publishes on competition economics and damages estimation.
