Johan is a leading expert in regulation and competition. He joined Oxera in 2022, and is a member of its Regulation and Market Design team. He has spent most of his career working in the digital, telecoms and transport sectors, including more than 15 years as a strategic leader in competition and sector-specific regulation. More recently, he has worked as a digital practitioner at Meta Inc.

Johan spent more than 15 years at the Authority for Consumers & Markets (the Dutch competition and regulatory authority), as well as one of its predecessors (OPTA) where he was Director of Transport, Telecoms and Post, and Director of Competition and a member at BEREC, the group of EU telecom and digital regulators. In this capacity, he contributed to several landmark Dutch and European regulatory market reviews and studies. These included the Dutch duopolistic fixed telecoms market reviews, various fixed and mobile telecoms mergers, as well as the first net neutrality decisions in the EU—which predated the current EU framework. 

Prior to joining Oxera, Johan was the Director of Economic Policy and Head of Connectivity and Access Policy in the EMEA region at Meta Inc. for four years. While at Meta Inc., he built and led a team that worked on many of the most important digital regulatory issues of today.

At Oxera, Johan works with companies, policy makers and regulators to realise the potential of digital markets. As digital markets enter a new age of regulation, and with his extensive experience as a regulator and digital practitioner, he will help to grow Oxera’s presence in Europe and expand our work in regulation and digital markets.
